Tunisia’s latest heatwave has turned an energy problem, a water problem and a health-system problem into one national stress test. Al Jazeera reported on August 31 that temperatures neared 50C in parts of the country, pushing electricity demand higher, disrupting water supplies and adding pressure to emergency departments. The central city of Kairouan reached 49.8C on August 27, according to Tunisia’s weather and climate observatory, making it one of the hottest monitored locations in the world that day.

The crisis is not simply about hot weather. It shows how closely Tunisia’s essential systems now depend on each other. Electricity demand rises when households and businesses rely heavily on air conditioning. If the power system cannot carry that demand, rotating cuts follow. If those cuts interrupt pumping stations, drinking-water supply can then fail in affected districts. Hospitals and households face the consequences at the same time.

That chain is what makes the current episode politically and economically important for North Africa. Tunisia is not only experiencing a temperature spike. It is confronting the combined impact of climate pressure, ageing infrastructure, water scarcity, public frustration and constrained state capacity.

The heat number matters

The 49.8C reading in Kairouan is close to Tunisia’s national record of 50.3C, set in August 2021. Al Jazeera reported that six Tunisian cities appeared among the world’s 20 hottest monitoring stations on August 27. Such figures are not just meteorological trivia. They help explain why electricity and water demand can move suddenly beyond normal operating assumptions.

Extreme heat changes behaviour. Families keep cooling equipment running for longer. Shops and restaurants depend more on refrigeration. Hospitals must manage heatstroke, dehydration, respiratory stress and complications for patients with chronic disease. Water demand rises just as reservoirs, networks and pumping systems are already strained by drought and long-term scarcity.

The Tunisian Company of Electricity and Gas, STEG, has introduced rotating power cuts in several regions, saying the interruptions are intended to protect the continuity and safety of the electricity system. Al Jazeera reported that electricity demand may have reached 6,000 megawatts in July, after touching 5,600 megawatts only days earlier. Those numbers matter because they show how peak demand is not a distant planning issue. It is already hitting the grid.

Water supply depends on power

One of the most important details in the current crisis is the link between power cuts and water distribution. Parts of Tunisia’s water network depend on electrically powered pumping stations. When electricity is interrupted, water movement can be disrupted even if the underlying cause is not a total lack of water.

Al Jazeera cited a recent example from August 24, when an electricity interruption stopped the main Kerker pumping station, disrupting drinking-water supply in parts of the Mahdia and Sfax governorates, according to Tunisia’s National Company for Water Exploitation and Distribution, known as SONEDE. That example shows why households can experience the crisis as a single breakdown, even when agencies describe separate technical causes.

Tunisia’s water stress also predates the current heatwave. The World Bank has described the country as facing growing scarcity and climate pressures, and has supported projects aimed at improving the reliability and resilience of drinking-water services. This matters for diagnosis. Power cuts can worsen water disruption, but they are not the only explanation for Tunisia’s water problem. Drought, infrastructure limits, maintenance issues, distribution weaknesses and demand growth all form part of the picture.

Hospitals under pressure

The health dimension has made the crisis more urgent. Al Jazeera reported that the Tunisian Organization of Young Doctors warned on August 29 of an unprecedented increase in deaths and hospital admissions linked to heatstroke and extreme temperatures. The group called for the government to declare a health emergency. It also said 13 people had died within 24 hours at Habib Bourguiba Hospital in Sfax, a figure attributed to the doctors’ organization rather than an official national count.

The Health Ministry said 633 cases requiring medical consultation and care related to heatwave effects were recorded between July 1 and August 29. It also said health services continued without interruption and that resources had been mobilised. The difference between professional alarm and official reassurance is now part of the political story. Citizens want to know whether hospitals are coping, whether heat-related deaths are being counted transparently and whether vulnerable patients are being protected during outages.

Power cuts are especially dangerous for people who depend on electricity-powered medical equipment at home, including oxygen concentrators. Even where individual deaths require careful medical confirmation, the risk is clear. Heat, electricity interruption and water shortage can combine into a direct threat for older people, infants, patients with chronic illness and low-income households without private coping options.

A bottled-water shortage adds pressure

The crisis has also affected bottled-water supplies. Al Jazeera reported that Associated Press coverage linked power rationing to factory disruptions while demand for bottled water rose sharply during the heatwave. Shortages of raw plastic materials also affected production, meaning the shortage cannot be explained by electricity cuts alone.

For ordinary Tunisians, however, the combined effect is practical: taps become unreliable, shops run short of bottled water, and power interruptions make refrigeration harder. That creates pressure on families and small businesses. Food spoils faster. Pharmacies and stores face operational risk. Restaurants, bakeries, groceries and small workshops can lose income during repeated outages.

The economic impact of heat is often underestimated because it appears first as inconvenience. In reality, repeated power and water disruption can affect output, health costs, household spending, school readiness, worker productivity and confidence in public utilities. Tunisia’s economy is already under pressure from debt, unemployment and living-cost frustration. Infrastructure stress adds another layer to that burden.

Why the crisis has become political

President Kais Saied has argued that some recent disruptions were caused by deliberate acts of sabotage intended to stir tension and spread rumours. Al Jazeera reported his August 27 claim while also noting that STEG has cited grid protection during high demand and SONEDE has documented at least one case where an electricity interruption halted a pumping station.

This distinction is important. Sabotage is a serious allegation, but it should not become a substitute for technical accountability. If there are criminal acts, authorities should present evidence and prosecute them through credible process. But the documented pressures of heat-driven electricity demand, water scarcity and infrastructure dependence remain real even if some incidents involve wrongdoing.

Public frustration has already reached the street. The National reported on August 29 that hundreds protested in Tunis, demanding better services and voicing anger over water and electricity shortages, living costs and the political direction of the country. Al Jazeera also reported that a protest organized by the Nafas movement on August 20 included demands for better access to water and electricity alongside wider concerns over freedoms and costs.

That is why the government’s response must be practical and specific. Citizens need schedules for rotating cuts, clear explanations of water interruptions, protection for hospitals and vulnerable patients, emergency water distribution where needed, and transparent updates on grid and pumping-station status. Broad claims about hostile forces will not cool homes, restart pumps or reassure hospital staff.

A North African warning

Tunisia’s experience is relevant beyond its borders. North African countries are warming, urbanising and facing growing water stress. Electricity grids are being asked to manage higher cooling demand during longer heatwaves. Water systems increasingly depend on energy-intensive pumping, treatment and desalination. When one system strains, others can quickly follow.

This is the infrastructure reality of climate adaptation. It is not enough to build more power generation if distribution networks remain fragile. It is not enough to manage reservoirs if pumping stations lose electricity during peak demand. It is not enough to expand hospitals if emergency departments are overwhelmed whenever temperatures approach 50C. Resilience has to be planned across systems.

For Tunisia, renewable energy can help, but only if paired with grid investment, storage planning, demand management and utility reform. Water resilience also requires leak reduction, better governance of groundwater, modernised distribution, emergency pumping safeguards and public communication that treats citizens as partners rather than passive recipients of crisis messages.

The bottom line

Tunisia’s heatwave is exposing a hard truth: climate pressure turns weak links in public services into national risks. Electricity, water and health cannot be managed in isolation when extreme heat connects them in daily life. A power cut can become a water cut. A water cut can become a health emergency. A health emergency can become a political crisis.

The immediate priority is protecting people through the current heat spell, especially patients, older residents, children and households without reliable access to cooling or water. The longer-term priority is infrastructure resilience. Tunisia needs power and water systems capable of operating under hotter, more volatile conditions.

For now, the message from the streets, hospitals and utility networks is clear. Extreme heat is no longer an exceptional disruption that can be managed with temporary explanations. It is a governance test. Tunisia’s response will show whether the state can turn crisis management into durable adaptation before the next heatwave arrives.
